Why does the older brother have a significantly lower noble rank than his younger brother?

Achievements perhaps. That is a large part of noble ranking, especially among knight families, in webtoons at the very least.

What Xodiusk said, and also:

Branch families were/are often half-brothers and things of that nature. They’d be ranked much more lowly regardless of their actual power because the main family would often take credit for their sucesses while letting them suffer their failures. Branch families were/are tools to be used to solidify the main lineage, and in some historical contexts could be legally wiped out to the last man, woman, and child. Especially in China where killing “all five generations” for some minor offense like tripping and knocking yourself out in front of the Emperor was a common punishment.

And no, I am not joking on that last part. The absurd stories you read in modern fiction sometimes really do stem from historical fact. You see, harming yourself in front of the emperor was seen as “producing bad karma” which was said to damage the whole chinese nation. If you honestly believed that, then slaying a few thousand people for it might seem almost justified. Of course, no sane emperor did, it was all an excuse to kill people. That’s politics.
