It might be a “child” as far as its lifespan goes. In fantasy settings elves don’t mature to adulthood until around 100 or 150 years. Also, the child’s hair length shrunk after using its power to save her, which looked like it got younger. So it might only grow larger when it has accumulated enough power but has had to use it constantly shifting into a younger state each time.
His hair didn’t shorten after using his power, I remembered seeing him twirl long locks in his fingers and misremembered it as his hair by the end.
