@WILGATO, wdym? OP is talking about counselling the court mage, who knows his power and wanted to become the MC’s disciple, about the plan for building a Magic Tower in the future—the MC’s promise to the Gold Dragon.
If the court mage knew of the MC’s plans for such, he would devote himself wholeheartedly, because it means he could develop such an environment hand-in-hand with the most powerful human mage in existence—An environment that he is extremely proud of.
It seems the MC has completely forgotten about said promise and plans for the Magic Tower? For some reason believing it to be impossible solely due to the differences in dragon magic and human magic.
Hopefully with this little jaunt and the magic circle incident, he realises that such plans are feasible and can start getting them underway.
That said, he has far too much on his plate: The bank, his domain (and the civil engineering required), his own magic study, his family and people, politics and such… Let alone adding the magic tower on top of it all.

For the part with “asking to be the master”, wasn’t it the court mage who asked MC to behis mentor? The dialogue’s pronoun is reversed, or is it just me?
